Manager for Latin America at Open Contracting Partnership. Previously, Nicolás was Deputy Director of the National Public Procurement Agency of Colombia where he was part of the group that updated the new Methodology to Evaluate Acquisition Systems (MAPS) and negotiated Colombia’s commercial agreements with Japan, Israel and Costa Rica.
He has also been an OECD consultant for the review of public procurement systems in five Caribbean countries and the state of Nuevo León in Mexico. He previously worked for the United Nations Office on Drugs and Crime in Bogotá, and for the UNESCO World Heritage Center in Paris. Nicolás is an industrial and mathematical engineer and has a master’s degree from the University of Paris.
