Paulo Magina

Head of the Public Procurement Unit at the OECD Public Governance Directorate


Since 2014, he has been Head of the Public Procurement Unit of the Public Governance Directorate of the OECD based in Paris, from where he leads the working groups in charge of establishing and implementing international standards and fostering a global vision on best practices in public procurement. With more than 10 years of experience in the state sector, the Portuguese Shared Services Agency of the Central Government of Portugal was recently a member of the board of directors and CFO, in charge of finance, accounting, human resources and computer systems of public administration . He was president and CEO of the National Public Procurement Agency of Portugal between 2010 and 2012, where he led the structuring of the Central Contracting Entity and the implementation of the electronic contracting system. He has also been an advisor to the European Bank for Reconstruction and Development (EBRD) and the United Nations Commission for International Commercial Law (UNCITRAL) to implement regulatory and public policy reforms of public procurement models of the CIS region in Europe.

He also served as Principal Deputy of the Secretary of State for Transportation in Portugal, member of the Board of Directors and CFO of the National Railway Company of Portugal (CP), Director of Investments in the transport sector, banks and private capital for 12 years , during which time he was responsible for advising PPP´s and Infrastructure projects and leading the financial team in charge of the implementation of light rail and automotive transport systems in the country.

Paulo Magina has a master’s degree in business administration and management from the Catholic University of Lisbon, he was a guest professor in MBA programs at the same university in charge of the subjects of Financial Strategy, Private Capital and Venture Capital; He is also a visiting professor at universities in Ukraine and Rome on PPP issues and public sector contracting.
