Doctor of Law from the Autonomous University of Santo Domingo. He studied Master’s in Public Management at the José Ortega y Gasset University Research Institute in Madrid, Spain, and postgraduate studies in Political Science for Development at the University of Salamanca, Spain.
He has actively participated in the reform and modernization of the Dominican public sector, in the development of the update of the legal and regulatory framework, in the simplification of procedures and improvements in the provision of public services. It has also promoted important projects, such as the Public Servers Administration System and the Transactional Portal, through which the use of information technologies is incorporated to promote transparency and accountability.
Since 2012, she has been the General Director of Public Procurement, where she has developed the Dominican model of sustainable and inclusive public procurement, based on the use of information from the purchasing systems for the design and implementation of public policies, with special emphasis on empowerment economic situation of women through public purchases and the connection of MSMEs with the public market, positioning the country as a reference in the region.
